DC assisting to strengthen local governance

Asset management at municipalities is seen as the cornerstone of effective and efficient service delivery. However, during the financial years 2008/09 and 2009/10 the Sol Plaatje Municipality received a Disclaimer of opinion and during the financial years 2010/11 and 2011/12 a Qualified audit opinion, partly due to asset management findings. The non-existence of an asset management unit (AMU) was determined to adversely affect the municipality in ensuring effective and efficient service delivery and to obtain a clean audit report, and the value of such a unit was immediately recognized.

The initiative to institute an AMU was identified through the Strengthening Local Governance Programme (SLGP), where SLGP provide the support and technical assistance. The Strengthening Local Governance Programme (SLGP) is a partnership programme between the Department of Cooperative Governance (DCoG), the National Treasury, the South African Local Government Association (SALGA) and the German International Cooperation (GIZ), the latter responsible for the implementation of the German Development Contributions on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Ducharme Consulting is proud to have assisted with this, with the main input from DC to have been the development of an Asset Management Process and Procedure Guideline, which content was conveyed to municipal officials of the AMU during a workshop presented from 11 to 15 March 2013.
